I'm not sure what the protocol is for this, but I removed the BUILD file since it seems we don't build with bazel out here.

@pattyshack Can I get you to take a look since you have a lot of activity on this repo? This library is something I want to use in dropbox/kafka

maybe put this into sync2 or container/concurrent
