Update external/mypy to v0.971 #248

Check out tag v0.971 in external/mypy submodule. This is the last version for which python 2 is supported. Fix type in _collections.pyi that shows up with later version of mypy. Change tests to pass with python 3.8 and mypy v0.971. (platform linux -- Python 3.8.10, pytest-7.1.3, pluggy-1.0.0)
