Handling EOS token transfer notifications

[x] is_account(receiver) exists
[x] receiver must match from (sender)
- [x] FLAG: can enable/disable this check
[x] account must have open balance
- [ ] ~if no open balance, deduct drops_bytes_row RAM bytes from receiver and Drops contract open for receiver~
