Update test_vec check to match previous changes. #50

Resolves #49 by taking into account *_PRESENT for building test_vec as per the changes done for #47.

So yeah, I was finally able to get a development environment up on a Pi 3 and it turns out there were a few additional changes needed. It seems to work for me but I want to make sure freedv-gui fully builds for others on the Pi before we merge.

Per https://github.com/drowe67/freedv-gui/issues/309 these fixes resolve the problem, so we can go ahead and merge.
