Add US/Region 2 specific frequencies for 40 and 80 meters #580

Previously discussed on the digitalvoice list; creating here to keep it from getting lost. Selected frequencies should be usable by US General class licensees (the original reason for the request).

Current suggested frequencies: 7197 KHz (40m), 3850 KHz (75/80m). These would be considered the Region 2 "alternate" frequencies, but they are also usable by at least some of the rest of the world.

EDIT: add 1997 (160m) while we're at it.

maybe two frequencies for 160?? 1997 is very far at the top end ... another lower would be nice (thoughts?) dg9bfc sigi

Operation on 160m would be using LSB per the current convention so there shouldn't be a problem with transmitting off band, right?

i was not fear about txing out of band ... but swr will go up ... my loop does work on 1997 but swr is near 1:2 ... and i guess a lot of others have the same problem

Where in the band is it most common to have the lowest SWR?
