Eye Diagram flat #96

On 800XA the Scatter plot (which runs in Eye diagram mode) is flat when tested with [this](<http://rowetel.com/downloads/codec2/CALL 800XA.wav>) off air signal. This may have been caused by some recent maintenance of the scatter diagram code in https://github.com/drowe67/freedv-gui/pull/85.
