resizing window causes 30+ second hang when CMD.exe is running #396

What steps will reproduce the problem?

1. Open mintty (1.1.3)
2. Type cmd.exe [enter]
3. Resize mintty window width with mouse
4. Window freezes for 30+ seconds

I'm running Windows 7 SP 1, cygwin 1.7.20(0.266/5/3)
