Upgrade packages and tests to work with Angular 11
Add support of string and TempleRef tooltip content
Add function return types
Add type hard comparisons
Introduce enums for valid ContentTypes, Themes and Placements
Use object access over array access for tooltip options
Extend Tooltip options

@drozhzhin-n-e @IslombekMe guys, I can add a new PR with an update to v12, but not sure if it makes sense because the lib doesn't have support for older versions.

Do we maybe have a new fork with updated versions?
