Update for recent NetBeans versions #19

The Rust NetBeans plugins currently targets NetBeans 8.0.x. It should be updated to work with 8.2.

https://github.com/drrb/rust-netbeans/tree/netbeans-8.2 contains the progress for this. All (?) dependencies have been upgraded to 8.2, and most tests are fixed. Formatting tests still fail.

We now support 8.2 (as of f9694a6).
