Updated README.MD

Updated main class

Renamed CreateMySQLHpoDatabase to RebuildHpoDb:
adjustments made to Options
added sections for executing customization code
moved majority of command line options to .properties file

Updates to HPODBUtility

Configured all statements to run as PreparedStatements
Added ISystemUtility interface for common methods, then implemented in this class
Added mySQLPath method that only requires connection (able to remove the mysqlpath cli option)
