Update ShapeFile lib with latest version, .shp data and toJson handling rings according to the new data

ShapeFile updated version fetched from : https://download.osgeo.org/shapelib/shapelib-1.4.0.zip ShapeFile data fetched from : https://github.com/evansiroky/timezone-boundary-builder/releases/download/2018i/timezones.shapefile.zip

New data need special handling for rings. Updated toJson.c to handle that.
