Contribution guidelines #2

Follow up to https://github.com/webflo/packagist/issues/7

As requested by @dutchiexl, we maybe should add some CONTRIBUTING.md to make things clear.

The drush project provides a CONTRIBUTING.md we might borrow most points of. Currently I do not know if the packagist project has some coding standards.
