Unable to submit new packages #45

Uncaught Exception: [RuntimeException] The HOME or COMPOSER_HOME environment variable must be set for composer to run correctly

When trying to submit the following url - git.drupal.org:project/tota11y.git

After speaking with Tim Millwood in IRC it seems all projects from Drupal.org are imported automatically.
