Bump minimum PHP version to 8.1 #1337

With moving to Drupal 10 only and upgrading to graphql-php 15 we can raise the minimum PHP version and make use of cool new features.

We depend on Drupal 10 in 4.x, which already depends on PHP 8.1. Marking this as done.
