Summary of Changes

This is an integration branch for the work on debts and advances, to implement ABE's concept of debt while also introducing the concept of advances.

Record debts for unpayable contributors
Record advances to payable contributors when unpayable debt amounts are redistributed
Pay debts chronologically before paying attributive stakeholders
Draw down advances when unpayable contributors become payable, on fresh payments
