[Discussion] Global patches #500

Currently there is a --patch-dir arg with relative path. But what if I have some patch that I want to always apply in all of my projects, maybe along with project-specific patches. Can we have some default global patches directory for this purpose?

After thinking more about it: having global patches that are outside of the repo would break reproducibility, which is bad for team environment.
