Data organizing #5

Hello, Per this issue, this pull request makes the 2 modifications to Yune's code and uploads the organized data (this is why there are so many changed files). To review the modifications please look at the modified split_by_maine_county.py file. I added another dictionary to house all of our raw data files, and then made some changes to the file output name so that we can tell which county and which layer the subsetted data is.
