Project plan #6

This is my take on a draft for the project plan.

Anything in here can be changed if you don't agree with it. I think everyone should put their name down for the things they want to assume ownership for. I tentatively put myself down for a few areas, and added Jesse to the preprocessing section and Zongyu to the SVC section since you guys already started working on those.

Please leave a comment when you have reviewed and accept the plan, once everyone has we can merge it in!
