fast visibility recording via T4 trigger

@mbsherma Fast visibilities will be saved to h24 during realtime and offline systems. We will use h24 as a visibility buffer. TODO:

• write cache_cow monitor that clears visibilities after 1 week
• write T4 trigger that copies visibilities from h24 buffer to archive directory (also on h24?) when candidates found
