"[error]File not found: 'docker'" on self-hosted runner #4

I'm hitting this on a self-hosted runner:

Build container for action use: '/home/ubuntu/actions-runner/_work/_actions/dsaltares/fetch-gh-release-asset/master/Dockerfile'.
##[error]File not found: 'docker'

This was a misunderstanding on my part. I thought the self-hosted runner installation installed docker, but it doesn't https://help.github.com/en/actions/hosting-your-own-runners/about-self-hosted-runners#requirements-for-self-hosted-runner-machines
