Created modules based on the data from the Plandb #303

PlanetPopulation, TargetList, and SImulatedUniverse modules from the orbitfits data from the Plandb database. The testing module test_SimulatedUniverse has been updated to whitelist the PlandbUniverse module in certain functions. The name of the module was also included in functions where it make sure the selected SimulatedUniverse module inherit its respective TargetList and PlanetPopulation module.

Please update your fork and merge master onto this branch and resolve the conflicts in requirements.txt and setup.py
