ActiveDirectoryDsc: Move old CHANGELOG Entry to HISTORIC_CHANGELOG

Pull Request (PR) description

This PR move the oldest CHANGELOG entry (v4.2.0) to the HISTORIC_CHANGELOG to prevent PowerShell Gallery deployment failures due to the CHANGELOG being longer than 10,000 characters.

This Pull Request (PR) fixes the following issues
