DnsServerDsc: Remove left-over debug code

• DnsServerDsc
  • Removed left-over debug code.
  • Update to use the build worker windows-latest for the necessary stages of the pipeline, and ubuntu-latest for the other stages.
  • Update pipeline to use GitVersion.Tool installed by dotnet.
