Fixed the lab environment

The lab deployment works again.

• Module versions are in sync with DscConfig.Demo.
• Now using Azure DevOps Server 2022.
• Small tweaks on the lab setup.
• Updated config data (xWebAdministration got replaced by WebAdministrationDsc.

Note the bug / PR SynEdgy/Sampler.DscPipeline#26. As soon as this one is fixed we need to change the version of that dependency accordingy.

@nyanhp, there are issues with releasing Sampler.DscPipeline. Until this is fixed, we still have some issues.
