xFailOverCluster: Integration tests runs on Windows 2019

• xFailOverCluster
  • Changed integration tests to run on a a build image with Windows Server 2019 since the one we previously used was removed from Azure Pipelines.

    This Pull Request (PR) fixes the following issues

• Fixes #233
