xCluster: Fix Describe-block descriptions

• xFailOverCluster
  • Pin Pester to 4.10.1 in RequiredModule.psd1 since the tests does not support Pester 5.
  • Updated repository to use the latest version of the module ModuleBuilder.
• xCluster
  • Fixed Describe-block descriptions (issue #234).
