VMNetworkAdapter: Add IsLegacy property #170

Details of the scenario you tried and the problem that is occurring

I need create virtual network test lab with RouterOS. And, I need generation 1 VM with legacy network adapters. But I can't create legacy network adapter with xVMNetworkAdapter.

The operating system the target node is running

RouterOS

Version and build of PowerShell the target node is running

Version of the DSC module that was used ('dev' if using current dev branch)
