OfficeOnlineServerDsc: OptIn to DSC Resource Meta Tests

Pull Request (PR) description

This PR opts in to the following DSC Resource meta tests:

• Common Tests - Validate Module Files
• Common Tests - Validate Script Files
• Common Tests - Relative Path Length
• Common Tests - Validate Markdown Links

To pass the Common Tests - Validate Script Files, the following files had their BOM mark removed:

• Modules/OfficeOnlineServerDsc/DSCResources/MSFT_OfficeOnlineServerInstall/MSFT_OfficeOnlineServerInstall.psm1
• Modules/OfficeOnlineServerDsc/DSCResources/MSFT_OfficeOnlineServerInstallLanguagePack/MSFT_OfficeOnlineServerInstallLanguagePack.psm1
• Modules/OfficeOnlineServerDsc/DSCResources/MSFT_OfficeOnlineServerMachine/MSFT_OfficeOnlineServerMachine.psm1

This Pull Request (PR) fixes the following issues
