SqlServerDsc: Add release asset for Wiki documentation

Pull Request (PR) description

• SqlServerDsc
  • Now package the Wiki content and adds it as a GitHub Release asset so it is simpler to get the documentation for a specific version.

This Pull Request (PR) fixes the following issues

• Closes #1968
