This PR makes the following changes to the "Steps to convert a module for continuous delivery" Blog Post:

Fix repositoryName typo.
Add script to update the module manifest.
Remove release notes length warning and historic changelog as this no longer applicable.
Update PULL_REQUEST_TEMPLATE to 100 chars line length and line breaks around headers.
Update helper module manifest script with RootModule and FunctionsToExport.
Update azure-pipelines.yml vm image.
