Class based resource rewrite #20

Rewrote this into a class based DSC resource.

@Chirishman Please look at the layout of https://github.com/bgelens/DockerDsc. Maybe that folder structure and module and resource manifests can be incorporated into ComputerManagementDsc, so both mof and class-based resource can work side by side.

Closing this one too as it'll be obsolete as it's rewritten in another resource. Moving to class based resource is still on the wish list, but we've yet to iron out or find workarounds to make it smooth.
