Fixes #4 and #5 #6

Fixes #4 by exposing passing SkipCcmClientSDK parameter through to the Get-TargetResource method.
- Adds test coverage
Fixes #5 by adding a check around the Get-ChildItem call before attempting to split.
- Updates test coverage to avoid regressions
Updates readme.md and fixes unsupported character/encoding
