Azure Pipelines: Add HQRM Tests

This PR enables HQRM tests for the xRemoteDesktopSessionHost DSC resources. For now it excludes the tests for localization, tests and examples.

You probably want to remove the appveyor hook to this repo. I think you're admin and you can do it yourself, but tell me if not.
