depth chart management

• store depth chart data in postgres for each week
• use most recent depth chart information
• show warning in UI if not depth chart has not been refreshed for current week
• could show status of all datasets? weekly stats, roster, depth chart?

this is on hold for now, although much of the work is completed on branch feat/42-depth-chart. i feel its better to not show any predictions until all data is ready.
