Roster/Stats scraper character encode #10

I think this should be a pretty minor issue. Scraping Czech names, trouble encoding a character.

Every single one is labeled \u011b or \x8a, so not too many errors? I don't remember what the solution was to this problem before. If the character wasn't recognized, would just skip the line and move on to the next line? In that case, I guess all these players weren't recorded? (there were hundreds of them) In that case I'll just wait til it's resolved and try again.

Covered by #24
