Collapse EFS Data Sources for Losses and CHP_DG #58

When the JSON5 and dimension association changes have been made in the repo, we want to fix the data source for the dsgrid_efs_2012_losses and the `dsgrid_efs_2012_distributed_generation" datasets.

Data source for both needs to be dsgrid-EFS. Both datasets should share a dimension record and name/description/etc/ in their individual dataset.tomls. Dimension association at the project level should say that we only expect to see "dsgrid-efs".
