Add consolidated motif parquet file as a processed dataset #18

The consolidated motif parquet file contains useful information about the audio dataset. This is a useful shared dataset that needs to be shared across the team, and will likely be used during streaming data loading in #13

This is done and is located in the processed directory: gs://birdclef-2022/processed/2022-04-03-motif-consolidated.parquet
