@acmiyaguchi Ready for review! This closes out the other half of #20, enabling automation for running pytest whenever a PR is created/updated

• Removes pre-commit from the test workflow
• Switches over to a ubuntu agent (from windows)
• Adds environment makers to the windows-specific dependencies in requirements.txt to suppress their installation in the Github Action agent
• Now your test failure for test_workflows_motif.py::test_load_audio_full_clip_is_padded is relevant ;)
