Hmm... You're on the right track given the error message. Sometimes there are hidden processes (like Arc* or Python *) running in the background you only see in Task Manager. Or perhaps you're still logged in from another machine? I suggest logging out and back in again.
Or maybe the path is not quite right? You should see the paths used in the full command prior to the error message. Try pasting those into Windows Explorer to ensure they exist.
If you're still stuck, I would copy and paste the raster from ArcCatalog to a new location and use that for now.

I am running the zonal statistics on the individual countries in Lab 1 and I keep coming across this message:
ERROR 999999: Error executing function. Failed to open raster dataset: 2- Another person or application is accessing this directory Failed to execute (Zonal Statistics as Table).
I made sure that all other windows (except arc map) were closed and the file is not being accessed locally.
