Working candidate for setup of database #5

2 I have been testing this on a fresh ubuntu AWS image.. I have implemented the 'setup' action, but not yet the other actions planned.. Its not fully clean, but works.. Oh its assumes current year, though i had though of adding an optional argument for year..

Just wanted to give some feedback now. Overall, I think it looks great. Docs look like they make sense and will do what I want. I currently don't have any alterations I need, but I'm going to try and test it this weekend. So I'll have some more feedback then.
