Allow Tool window to be pinned on the side

Is your feature request related to a problem? Please describe. I want to pin the Tool window of GitHub Actions to the side instead of the bottom, but the current layout is optimized for pinning to the bottom. When pinned to the side I can't move the details below the Workflow list.

Describe the solution you'd like Tool Window that also works when pinning on the side. For example, by giving me the option (or better automatically) to place the details below the Workflow list.
