Two approaches here:

Download when user selects from Nuget, to get latest stable version of user selection.
Package DLLs with SIM

I'm inclined towards 1.

Also copy to website bin directory (step 11 of http://bit.ly/sitecore-solr)

Do you mean Sitecore.Solr.Support*.zip package does not contain all the necessary files?

Yes, it doesn't contain the IOC containers themselves, just the code to hook in to them.
