initial bootstrapping #1

Incomplete, and rough, work, to produce a Web site, for Reviewers to register to review Applications to the DSSG program. Wanted to allow the code some daylight, regardless; (and, I'm not sure keeping it in the branch bootstrap will make sense for much longer).

Currently deployed at review.dssg.io. It works, in so far as you can sign in via Github or Google, and then see an application. Plenty to follow.
