endpoint for current job totals for a given CBSA #22

For the homepage of Chicago Breadwinners, I'd like to show a choropleth of jobs per tract in the Chicago CBSA.

This might be a heavy call, so we could limit it to just the current year and just the S000 value. Oh ... and cache it too!

OR ... we could just embed the totals in the geojson file defining the tracts. That would probably be the easiest thing to do to get it working.

Yeah option B might be the best at the moment. I added an option into this thing that should merge all the different county areas that you pass in as args into one big geojson file. Probably wouldn't be too much of a stretch to load in the different jobs data as well.
