Do match without flask

This PR refactors the matcher in the following ways:

• Removes flask
• Removes everything from matcher.env in favor of a config.yaml file
• creates a method do_match that takes a base directory, schema primary key lookup, and upload id
• Refactors the ioutils to use the base directory instead of building paths from bucket and jurisdiction name
• Removes any references to S3 in favor of using smart_open for writing
• Fixes some bugs in matcher.matcher and matcher.contraster
• Removes all postgres output

There is also a (commented out) call to the webapp at the end. Once the webapp PR is ready, this can be tested.
