No Plug-In Development perspective during Installation #1

I followed the Installation instructions in the manual, but got stuck at manual section 1.4, step 2), footnote 1, step f) I find there is no "Plug-In Development" perspective available in the menu.

I have a newly downloaded eclipse neon for C/C++ 64bit linux version from https://www.eclipse.org/neon/ and am executing on CentOS 7.

How do I get this perspective or work without it?

You need to install the Eclipse plug-in development environment - see the INSTALL.md file

Thanks - I didn't find that information in the usage manual.

The GEF dependency I am using is the one in the Neon repository called

GEF (MDV) SDK

Seems to build OK.
