This PR contributes the following classes:

KafkaDetectionReader: A detection reader that reads detections from a Kafka broker
KafkaGroundTruthReader: A ground truth reader that reads ground truths from a Kafka broker
KafkaWriter: A simple Kafka writer that writes data to a Kafka topic.
