When uploading/listing Diagnosis Keys, add support for "transmissionRiskLevel" value #30

As recommended in Apple‘s sample code, Diagnosis Keys contain a "transmissionRiskLevel" (ENRiskLevel) enum value which should be handled both for posting and listing.
