Attempting build with additional flag to include configure section from cpanfile
Added support for configure section from cpanfile for cpanm based action

This was a follow up to #104 it improved the CI setup with GitHub Actions

This has been included in the release 1.9.14-TRIAL, just uploaded to PAUSE/CPAN.
