Specify which Dynatrace API token permissions are needed #10

The Keptn Docs have the instructions for this, so I did not duplicate for now. This is what I have in the README currently.

  1. Dynatrace - Assumes you will use a trial SaaS dynatrace tenant and created a PaaS and API token. See details in the keptn docs
